This project will create more enabling conditions for control on forests related crime, including innovative information system, as well as the improvement of the monitoring mechanisms through practical sets of indicators and surveys. Based on detailed analyzes and lessons learned of the outdated and mostly not implemented regional/national policy documents and action plans related to this or similar issues, new national action plans will recommend more efficient regulatory, monitoring, control and supervision actions for combating forest related crimes and corruption activities.

Overall objective of the project is to achieve good governance in the forestry sector and combat forest crime and corruption, by increased transparency and networking in the four target countries (North Macedonia, BIH, Serbia and Montenegro).

 

Specific objectives of the action are:

 

• Established regional network and exchange of knowledge, related to forest crime and corruption

• Improved access to information and established control mechanisms, related to forest crime and corruption

• Developed monitoring mechanisms

• Strengthen capacity of stakeholders to fight forest crime and corruption

• Developed National action plans to combat forest crime and corruption
  
   

Target group
 

Project will target primarily the core forestry/ environmental protection system, including regulatory and implementation bodies (forestry authorities and forestry inspections, forestry administration and different law enforcement agencies) as well as governments and international organisations, environmental agencies, CSO, experts and academics.

Project information

fea is a proud partner and part of the project "Regional action for combating forest crime and corruption". The project started on 1st December 2018, and is in the process of implementation for almost two years in four Western Balkan countries: Bosnia and Herzegovina, Serbia, North Macedonia and Montenegro. The project partners are CNVP Foundation and Green Home, with the financial support of the Norwegian Ministry of Foreign Affairs.

Overall objective of the project is to achieve good governance in the forestry sector and combat forest crime and corruption, by increased transparency and networking.

The most significant results of the project achieved so far are:

- Regional network is established and exchange of knowledge and experiences of regional network members (stakeholders) is enabled 
- Network is alive and two regional workshops were organized (Bosnia and Herzegovina, Serbia)
- Development of digitalised maps of forest devastations (illegal logging)
- Development of guidelines for the relevant institutions how to use and manage existing data with an aim to enable monitoring and displaying illegal forest activities using the GIS environment
- Development of GIS Forestry Database for 4 countries including different relevant factors (types and categories of forests, altitudes, openness of forests, proximity to larger settlements, high-value forests, protected forests, certified forests, mined areas)

The project ends in 2021, and until then, the final goal is to develop and adopt National Action Plans for combating illegal activities in forestry in the four target countries.
